I have been hearing news reports about the extreme weather in the U.S - from what I've seen on TV, it seems to be around the New York area. A news report today, said that the frozen rivers are supposed to be thawing out. Is there a risk of flooding in those affected areas, when this occurs?

I have to say that this is a line that has been used a lot in my family:
"It'll be a cold day in hell, before I .........etc,etc."
